Apple Music: Organize Library produces error with error code -54

When I try to run Organize Library in Apple Music on my Mac laptop I get an error message that says "Copying files failed. An unknown error occurred. -54". What does this error code mean?

On the advice of another reply I went into System Settings > Privacy & Security and granted the Music app full disc access. This got rid of the -54 error, but now the command runs for a second and finishes with no response. Is it supposed to display a message when it finishes organizing the library, or does it simply finish with no message? If the latter, maybe my library is already correctly organized and there was nothing for the command to do. If the command is supposed to display a message upon completion, how do I determine what the problem is?
