How can I restore my Activity rings after syncing?

I have two iPhone, a work phone and a personal phone both signed into the same Apple ID, I recently synced the Fitness data from the work phone to iCloud and it has overridden my Streak and progress todays 2500 days closing rings badges (lower numbers already hit) on the personal phone.

My Activity Ring history is still there so it should know the real numbers but I've tried restarts etc. and nothing will correct it. Any ideas?
