Old device developer options being used by unauthorized thief and hacker

I had an old device stolen from my home and I have kept every device from previous uses of myself and children. This device is significant because the culprit has consistently used it on the wire and used developer tools.

it’s become a dangerous situation and I can’t log it out or track it. The person has interacted in every part of my
