iMac Photos not syncing with iCloud for several months

No idea what to do now...I've serached all such issues and none of the step-by-steps online have resolved the issue. I have iOS Sequoia 15.5, I have 2 TB of Icloud storage and I have used less than half.

This is hard without knowing what you've tried. "all settings have been checke" is not very useful without a list.

Have you re-started your Mac?
*Have you re-started your Mac in Safe Mode? This bypasses certain potentially disruptive processes, and it often helps. Safe Mode is different for different computers, so see this:

Start up your Mac in safe mode - Apple Support

Have you checked to see if the Photos Library you are using is your System Library in Photos' Settings>General?
Are you using "Optimize Storage?"
Have you checked to see if the Apple Account is really really the same on the Mac and at iCloud.com?
Have you checked at iCloud.com to see what pictures are there?
Have you checked the "syncing with iCloud" indicator at the bottom of the Library ?
Do you have your Library on an external drive? What is the format?
Do you have more than 10% free storage on your Mac?
