How do I recover missing Voice Memos recordings synced to iCloud?

I was recording for 1 hour on voice memos, when I clicked "done" it only showed a 32 minute recording, and most of the recording does not play.

I have voice memos synced to iCloud, but I do not see any way to access voice memo recordings in iCloud when I sign in. Either way, it seems voice memos did not record correctly.

Is there any way to recover this recording? Please help.
