Lock Screen wallpaper wrong image in assistive access

I am setting up student iPads for work and we use assistive access to control what students can access.

I use customized wallpaper with contact info and the number of the device. I have set all our iPads correctly and the correct wallpaper shows in normal mode. But once I turn on assistive access, the wrong image is showing on the Lock Screen for every single one.

I used an existing iPad to copy info/setup to all the iPads and the image showing on the assistive access Lock Screen is the image from the original iPad , iPad 1.

Nothing I do will get the correct Lock Screen wallpaper to show in assistive access!
