Can't find step counter on iPhone 12 Pro

I'm not able to find or turn on the step counter on my newly installed 12 pro. I've followed all instructions I can find but cannot get the steps to start counting? I'm supposed to be able to in the Health app go to Activity and then Steps but nowhere does it say Steps... I'm at a loss of what to do. I've given permission in settings that steps should be counted etc...
