How can I stop Apple Maps from bypassing Screen Time limits on iPad?

My son's iPad has a 30 minute daily app time limit for Apple Maps and Google Maps. He managed to use over that time for Apple Maps (and 2 seconds of Google Maps), but it isn't blocking Apple Maps (Google Maps is blocked). I've tried rebooting the iPad and deleting/recreating the app limit.

The only possibility besides a bug that I can think of is he managed to hit the "ignore time limit" function, though this is extremely unlikely. Just in case that is what's going on, is there a way to cancel the ignore? Or is this a known bug and is there a workaround? Anything else I can try?

(I marked that this is for an iPad (10th generation) but it's an 11th generation, however there isn't an option for 11th gen. in the device selection)
