I bought 2TB storage on icloud and when I go into my photos they are restoring from icloud and filling up my iphone storage. Why are my photos not synchronizing into icloud and what I need to do?

It sounds like your photos are synchronizing as intended. If you wish, you can optimize your device storage under settings > photos. This will keep originals in iCloud and reduced size versions on device.
The purpose of iCloud is to have exactly the same pictures at iCloud.com and on your connected devices. Does your phone have different pictures than at iCloud.com?
