Having trouble setting up Family Sharing with new Apple One bundle

My new attempt to share an Apple One bundle is not going well…

I have turned on Family Sharing, but have not turned on Purchase Sharing. My partner is getting messages to update her Payment Method and when she goes to that screen, it already has my name and address entered and is asking for card #, Expiration Date, and CVV code.

Why is her iPhone asking for my credit card number and such when I have Purchase Sharing turned off?

Should she enter her card info and delete any reference to me?
