Content blocker no longer showing up in safari

Today when I opened Safari the option to ‘Turn on/off Content Blockers’ no longer shows up. To be clear, this is the content blocker that comes with safari, not a third party blocker. I made no changes and I can’t find any place to enable/disable this function. The only option I get is ‘Hide Distracting Items’.

When I go into the Page Menu, it no longer has the option to turn the blocker on for a specific site. Everything works normally on my other iPad and my iPhone. Help. This was such a useful option and now it has disappeard!
