Mail shows my SMTP is "offline": How do I get my SMTP "online"?

This is happening once again, OS Sequoia 15.5, incoming is fine just outgoing Offline, have done everything to put it right but nothing is working, all the settings are correct as per Telstra, I can send from my iPhone OK, settings are the same as on the computer. Has anyone got this problem and solved it please?

Escalate the issue with Telstra technical support.
