How to verify existing email address when enabling existing custom domain without enabling web data access

Trying to add an existing custom domain with an existing email address to my iCloud. It sends an email to that address with a “Verify” button containing a link to icloud[.]com. I’m using local encryption, so web data access is turned off. How do I satisfy the need to “Verify” without having to decrypt everything I have stored in iCloud.
