The combo update requires that you already have some version of Leopard installed. It is not a standalone update to Panther. The way you would have updated from Panther to Leopard would have been by purchasing Leopard on optical disc.

No. Apple only shipped full versions of Leopard with new Macs and on optical discs ($129 for an OS-only kit).
Apple started selling Mac OS X downloads with Mac OS X 10.7 (Lion). With Lion and Mountain Lion, you had a choice between buying a $19 activation code or a $79 prerecorded USB flash drive. You could not buy optical discs. Starting with Mac OS X 10.9 (Mavericks), Apple offered upgrades for free to current Mac owners.
All of the full version downloads currently available on Apple's site are for Mac OS X 10.7 (Lion) or later. Which doesn't help if you have a PowerPC-based Mac that can't run any of them.
aha ok, is there a place where I can download 10.5.8 full version. 10.5.8 is the newest version working on my iBook I think....
