My calls go to voicemail with Assistive Access

I have setup assistive access for my parents months ago and they love it. However recently when I call them, it immediately goes to voicemail like they have do not disturb turned on. Their phone rings when I call them a second time. I have gone through all the settings and nothing has changed. When I exit assistive access and re-enable it, their phone rings on the first call. This seems to only last for 24 hours before it goes directly to voicemail.

Is this a bug in the software? Has anyone else had this issue? Any ideas how to fix this?

...I ask because 87% max capacity is unexpectedly high for an original iPhone XR battery. You can check if the battery has been replaced by going here: Settings > General > About


...Does it say anything there about the battery?

Issues can start at any time. As the XR is an old model, it's worth first checking the hardware — in this case, the battery.
