Force iPhone to load higher quality videos and disable iCloud Photos

How would I force the phone to load my higher quality videos, only had this issue when moving to my new iPhone, and how do I force iCloud Photos to be turned off and force it to put those photos and videos onto my phone before deleting them

It's hard for me to test, because I can't turn Optimize off on my phone (not enough space,) and I don't have Optimize turned on for my other devices. But I tried this trick and it seemed to work: I selected some videos and chose Share>Save to Files. I had to wait while it downloaded the videos, and then it took me to Files and asked if I wanted to Save there. I canceled, but my videos were downloaded.


I test by going to Edit Mode-- if the video isn't local, it will download it before allowing editing. But that's a one at time thing, of course.


I also tried making a slideshow of the videos, but that didn't force a download.


Does my Share trick work for you?
