If you don't want that reminder: Seems a lot depends upon the Mail settings you have chosen
or
the default settings left in place on your Mac, that you can customize to suit
and
if you like, you can choose the Mail settings you want for all replies with attachments
Eg: In a reply: you can choose whether or not to include an attachment when composing a reply
or
To automatically include an attachment, choose to forward the message (You can still add a reply at the top)

- Include attachments: Click
in the toolbar of the message window or choose Edit > Attachments > Include Original Attachments in Reply. - Exclude attachments: Click

- Choose attachments settings for all replies: Choose Edit > Include Attachments With Replies, then select an option.
- Note: Attachments are included in messages you forward.
