why won't contacts from my iPhone SE and iPhone XR not sync to my MacBook pro? I signed up in iCloud, and don't see any setting that I want the synchronization to go 'both ways': from MacBook to iPhone and reverse.

Settings - your name - icloud - saved to icloud - is contacts enabled?
yes. settings - iCloud: contacts enabled on all three devices: MacBook pro + both iPhones!
