Your iCloud email account is a standard IMAP email, nothing special, nothing different. On a PC you can add your iCloud email to whatever email client you are using, like “Outlook for example, just like you would add your Google or Yahoo email accounts.
Simply create a new email account using the instructions for your PC email client, enter your email address (name@icloud.com) and password. You do not need to use a browser.
