Is WhatsApp using iCloud space twice, and can I disable one backup safely?

I am an active subscriber to the iCloud+ with 50gb of data for a few months now. Today i was alerted with no more iCloud space message and went on to check my usage of it. When analysed, i saw that out of 50gb, 13gb was taken by my iPhone backup, 9gb by WhatsApp messenger and rest was photos and my iFiles backups. When i went deep inside to see what apps were a part of my iPhone backup, i saw whatsapp in the list taking up 11.1gb out of the 13 gb of the total backup.

To my understanding, whatsapp is taking up 11.1gb & another 9 gb of my iCloud space. There are options to disable both of them but disabling any of them may slead to its deletion from the cloud servers.

i ask the community what is taking up so much of space and are those both the backups of whatsapp essentially the same?? If same, i could disable one of them to free up some chunk of my iCloud storage.
