Child has multiple devices but screen time settings can only be changed on one?

My son has an iPod Touch running 15.8.4 and an iPhone SE (2020) with 18.5. The phone doesn't have cell and is Wi-Fi only. When I go into the screen time settings for his account on my phone, I only see the SE and not the Touch. Additionally, it seems like when I make changes to settings those changes are applied to SE and not the Touch. It seems like the differences between IOS 15 an 18 are causing some issues.
