Apple Watch Series 3 not pairing with Apple Watch App

My apple watch series 3 was recently unpaired from my iphone 14 and erased, and now it wont pair at all. It has that code thing you are supposed to scan, but the app on my iphone does not give me any options to actually scan it like the app used to. All it does is sit there with a loading wheel and then says it "cant connect". Theres no option to manually pair either. The phone is running iOS 18.5, and the watches OS is unknown since I cant actually access its settings anymore

Did you already try to force restart your iPhone and Apple Watch?

Force restart iPhone - Apple Support

To force restart your watch, press and hold the Digital Crown and the Side button together for about 10sec, until the Apple logo comes back again.

Bluetooth is enabled on your iPhone, and the watch could connect to a 2.4GHz Wi-Fi network?

Did you try to reset the watch, as described in this article?

To add on, the big issue im concerned about is not being able to scan the watch. Has the app changed? Is this no longer how it operates?

If you open the Watch App on your iPhone, is your watch still listed if you tap on "All Watches"?

Can you add your watch if you select "Add Watch" on that page?

Nope, nothing is there. The only page I can access on the "My Watch" page is the start pairing screen
