Is there an option to skip iCloud and still use Apple passkeys and sync data across devices?

I don’t like my files anywhere but on my personal devices Ie computer and iPhone. So I would like Apple to allow me the option to not use iCloud for storing my data including passkeys, and still allow me to use passkeys on my devices and the ability to sync my information directly between the devices without iCloud.

Does anyone agree with me?
