Apple Music library stops adding songs on my iPhone and PC

A couple of months ago I had issues with Apple Music Library on app, not adding to Library, conflicts between Apple Music app on iPhone and PC. It was eventually resolved, I had exceeded limit of tracks, nowhere on iPhone app or PC app does it now show number of tracks!? I deleted multiple playlists and albums and was able to add again. The issue is now recurring, even after deleting more playlists and a few albums. Anyone else having this issue? Any solutions as contacting support last time meant a couple of weeks to resolve with multiple calls.
