If Screen Time is enabled and Safari is restricted, you won’t be able to clear your browsing history directly through Safari, the option will be grayed out. Since you don’t want to reset or remove the Screen Time passcode, you're essentially locked out of that function. macOS treats Safari history as part of protected system data under Screen Time. So, without the passcode, I don’t believe you can delete Safari history on your Mac. The restriction is designed to prevent exactly that.
