Can’t Download Apple Intelligence on my iPhone 16 Pro Max

I've been trying to download Apple Intelligence on my iPhone for the last two weeks, and it hasn't been possible. Previously I had it downloaded and since I didn't use it I deactivated it. Lately I've been curious to try it again and see how it goes, but when activating Apple Intelligence, it only shows me a message under the on/off button that says "Apple Intelligence models are being downloaded; Keep the iPhone connected to Wi-Fi and power during the process." And from there it doesn't advance, I've literally left it all night, the other whole day downloading, and nothing, it just doesn't advance. I was in contact with Apple support and they couldn't give me a solution other than restoring my device, but unfortunately it's not possible, since my MacBook is out of space, so I can't back up to restore my iPhone.

Has anyone had this problem? Have you found any solution?

It really bothers me because we are supposed to buy the iPhone 16 to be able to use Apple Intelligence in case we wanted to and it's not possible for me, it really frustrates me.

Not all data is part of the iCloud backup. Data you already sync with iCloud, for example photos in case you use iCloud Photos.

...

iCloud backups include all the information and settings stored on your device that don't already sync to iCloud. iCloud backups don't include:

  • Notes that you already store and sync in iCloud
  • Photos, if you turned on iCloud Photos
  • iMessages, text (SMS) and multimedia (MMS) messages, if you sync messages with iCloud
  • Data stored in other cloud services, like Gmail and Exchange mail
  • Apple Mail data
  • Apple Pay information and settings
  • Face ID or Touch ID settings
  • iCloud Music Library and App Store content
  • Offline maps
