Childs Content and Privacy Restrictions Stuck

I tried to set up Content and Privacy Restrictions for my 12 year old and it has never worked right. I tried to place limits on explicit content, etc. but it has always required my permission for him to view any and all web-sites no matter the content. There is literally nothing he can visit that doesn't require my permission.

After trying to modify the settings for months, I have completely turned off the content and privacy restrictions. However it is stuck. Even though it says it is off, it still makes him ask permission for every web-site he visits. We both have iPhones and they are on the latest version of software. We have restarted both phones several times. I have turned the restrictions on and off several times and adjusted every setting I can find while it is "on", but am never able to "unstick" his phone from requiring approval to visit any and all web-sites. Please help.

While I have not used this, since my children are all grown, but here is Apple's support document explaining the use of parental controls. Use parental controls on your child's iPhone or iPad - Apple Support

See if this helps, and I know there others here that have used them and have a better understanding of them and will be more than happy to provide any answers to specific questions you may have.

There is definitely something abnormal going on that I have no idea how to fix.

The guide says, "If you turn off Content & Privacy Restrictions, any parental

controls that you turned on pause until you turn on Content &

Privacy Restrictions again."

I have turned them off, but they are stuck and will not turn off (to clarify, my phone display shows them as being turned off, but his phone still requires my permission for him to view any and all web-sites no matter the content).
