How to change my email default from iCloud email to Outlook email on iPhone16?

You're probably wanting to use Outlook within Apple Mail as the default account, but another thing you could do is just have Outlook on your phone, and instead add your iCloud account to it.

To make Outlook your default (the app) there’s a couple ways, one of which is within the Outlook app, go to Settings > click Set Default Mail App.

Depending on which you’re wanting to do:

• Change the default Mail app
  • Go to Settings > Apps > Mail > Default Mail App > then select Outlook.

• Change the default Mail account within Apple Mail
  • Go to Settings > Apps > Mail > Default Account > select Outlook

This may sound like a stupid question but are you sure you have the Outlook app installed?

I just double checked my outlook app. It was not the default mail even thought that is where I always have that set on multiple apple devices. I suspect Apple somehow changed that with one of the updates awhile back. I just reset my outlook to default. So fingers crossed, it fixes things.
