To run iOS 16, you would need an iPhone 8, iPhone 8 Plus or iPhone X.
But, since you will likely be looking for a new phone soon, it would make sense to make sure that it will run iOS 18 and iOS 26 (coming in the fall).
An iPhone 15 or iPhone 16 model would be recommended if you want to know that you will receive updates for the next 7 years or so.
