Can family sharing sync contacts / notes app across different Apple ids?

After being told this was not a problem, I updated my wife’s and my phones from using the same single Apple-lid to using individual different Apple-ids each assigned to the Family Sharing option. Now they no longer synchronize between our two phones…. Apparently Family Sharing does not work as I had hoped. What can I do now?
