Codesign runs out of resources after creating thousands(!) of forks

Running on Mac Pro Max with silicon M2 and Sequoia 15.5:

sudo codesign -s "my-certificate" --force --verbose /usr/local/bin/gdb

system produces:

fork: Resource temporarily unavailable

sudo: unable to fork: Resource temporarily unavailable

"my-certificate" exists and seems to be fine for debugger. Gdb was installed with Homebrew.
