Can't disband the family or remove members from family sharing

I've done all the recommended steps from apple website. Going to settings, hit the remove button. But they're still there, no error messages, just sends me back out to settings/family sharing page again.

Tried disbanding the family before that too, still nothing. I've tried through desktop/laptop and apple music, still doesn't work. I don't have a mac.

Multiple restarts and upgrade ios later, still nothing.

Anyone encountered this problem and resolved it before? Seems like the only option left is for them to leave themselves but we're not exactly on speaking terms.
