So, as already pointed out, Error 3 suggests a so-called “payment validation error”, further, that Apple Music was unable to verify that your Apple Music subscription is active, which, if offline, goes without saying.
This issue was reported to potentially get resolved by signing out of Apple Music, then signing in again, re-downloading the tracks (which does not really occur to me), or trying to save them (if present) on an SD-Card / on-device, whatever is not the case at the moment.
I can otherwise reassure you that this behavior is not intended and theoretically not supposed to be a flaw when using Apple Music, and that an Apple representative could assist you if in question.
