Can Apple merge multiple Apple School Managers into one account?

Hi, we are a UK based trust who have several schools which have slowly joined the trust, however each school currently has its own Apple School Manager.

We are looking to make it easier for users by enabling single sign on with Entra, however I am aware it is not possible to sync multiple ASM's with 1 entra.

We also have some expensive apps and devices enrolled in each ASM. Is it possible Apple can merge multiple ASM's into a single ASM?

I can imagine there are alot of trusts like this, and having to purchase apps again and manually remove devices and re-enrol into a single ASM seems very time consuming.
