Here are some choices. Each has its own restrictions and advantages. Some work better for people with an Apple Account.

You can use a Shared Library

iCloud Shared Photo Library lets you share photos and videos seamlessly with up to five other people, so everyone can collaborate. not available in all countries

It depends on the quality and quantity of the photos and the number of people you want to share them with -

  • Do you need to share the photos in the full original quality, with all metadata? Then a shared iCloud Photos Library will be best, but the number of subscribers is very limited. Only five people can share a shared iCloud Photos Library. And you should be aware, that the subscribers will have full write access, they can modify and even delete the shared items. The photos you are sharing will be removed from your own iCloud Photos Library and moved to the Shared iCloud Photos Library. When I have been using the Shared iCloud Photos Library I have only shared duplicates of my photos. I did not want to risk that somebody would modify my best photos. There is no limit to the number of photos you can share in a shared library, just limited by the available iCloud Storage. But you can share only the media this, not the structure of the library - the folders and albums are not shared.
  • If you want to share the photos and videos with many people, but not in the original quality and not with all metadata, use shared albums. You can share the albums with many people, but the photos will be downsized to 2048 pixel at the longest edge, and some metadata, like titles, will be stripped for privacy reasons.
  • If you want to share a few photos just with one person, and the person is nearby, use AirDrop.
