Why does the photos app refresh when you leave it?

Why does this newer version of Photos always refresh the app to start at the bottom/most recent? I keep testing it, leaving it on one photo, toggling away, toggling back, and it refreshes. How can you stop that? Even in old OS when you’d add a new photo, it wouldn’t affect this.

If I open a picture in Photos on my iPhone, and then I go to another app, when I come back to Photos that picture is still open. If i scroll the Library to a certain picture, then I go to another app, when I come back I see the same picture in the same position on the screen. For me, Photo springs back to the center screen (the bottom of the Library) only when I close Photos.

Are you doing something different?

Apple does not mention any reason for this new behavior.

But in may situations it is essential and we need it as a fast way to get quickly to the bottom of "All Photos". Apple has removed the "Albums" tab from the tabs at the bottom of the Photos window, and to be able to access the albums and other collection, we have to go to the area at the bottom of "All Photos". So it is very useful that Photos will come up showing the bottom of All Photos with the collections below it. Iw would not be necessary, if there still were an "Albums" tab.
