Safari keeps randomly jumping to different tab groups

While in Safari, I keep finding myself in a different tab group, seemingly randomly. It happens sometimes when I just click on whatever website I'm on, when I click the tabs button in the bottom right corner, or when I open Safari. I only use the default tab group, but it keeps switching to the Private browser and to a second tab group I had made but don't use. I tried to hopefully lessen the issue by deleting the second tab group, but instead, made it worse, for everytime it tried to switch tab groups, it opened the menu to create a new tab group. I didn't have this issue until I updated my phone to ios 18.
