So yes when I select "Open Private Window" Safari opens a private window. However, when I select "New Window" it still wants to open a private window. Umm, I just thought it would open a normal non-private window when I select "Open Window".
Also, why does it open it behind all my other open Safari windows?

I tried all the other options for "New windows open with" but every time it creates a private window and then doesn't even honour the other settings. It acts as if it was set to "Empty page" regardless of what I set it to.

For me, New windows open with "Empty Page". Doesn't explain why it opens as private.
I don't understand why the moderator changed the title to what it current is. Has nothing to do with iPad Mini or the address bar.

Anyway try changing "New windows open with" to something else, in an effort to dislodge whatever setting is causing that unexpected behavior.
