Mail opening empty windows that cannot be closed.

Why is Mail opening many empty windows (frames)? The frame looks right. The close window (red ball) does not work. macOS 15.5. As my screen fills up with these empty windows, I restart Mail. After a while (10 minutes?) the empty windows begin to return.
