I apparently have a $500 spend limit on my Apple Card. But now it is denying charge of $10.50. How do i see spending limit and change it?

Are you participate of a shared Apple Card managed by the card Owner or Co-Owner? You of course would not have the ability to change it yourself.
If you have run up against the Credit Limit and not part of a shared plan, then you can request to increase that limit.
