Mail folders, unless you are using a POP3 mail account are saved on the email provider's IMAP servers. To have your mail folders appear, you just have to log into your mail account and they will sync to your device. If the account is a POP3 account the folders only resided on your phone and if the folders were deleted from your phone, then they are gone. While they may be found on a backup before they were deleted, if you have created a backup of the phone since they were deleted, there is no recovering them.
