Did you check, that in the Watch App on your iPhone under My Watch/Phone/Ringtone/ „Sound“ is enabled as well as „Mirror my iPhone“?
In Sound & Haptics, Silent Mode should not be enabled, and the volume slider should be moved at least a bit to the right.
