Gosh, you didn't give us much information, did you? So, can you tell us a bit more? Here's a start:

  • What are you syncing with? Is there a Mac or iPhone involved in this? If so, what kind and OS?
  • Are you talking about Photos syncing? Or about iCloud Drive syncing? or what?
  • Do you have “Optimize Storage” turned on for the iPad? How about others?
  • How do you know the iPad is not syncing?
  • What does your iPad's Photos say when you look at the Apple ID icon? Like this:

  • Have you looked at iCloud.com? Do you see all your pictures there? (Or files, if you're talking iCloud Drive?)
  • Do you see all your iPad pictures at iCloud.com?
  • What model is your iPad?
  • Have you checked to see if the Apple Account is really really the same on your iPad, your other devices, and at iCloud.com?
  • Do you have more than 10% free storage on your iPhone?
  • Do you have more than 10% free storage on your other devices?
  • Do you have more than 10% free storage on your iCloud account?
  • Has this problem always existed, or did it just start? Can you think of anything that changed that might affect your device?

Since syncing uses the battery, and since lots of people are very anxious about battery drain, devoices will avoid syncing when not plugged in. And since syncing uses processing power, and people hate slow downs, the devices will avoid syncing while you use it. And since syncing requires bandwidth, the device will avoid syncing when the internet connection is weak.

So, if you want faster syncing, then find good wifi, plug the devices in, and leave them alone.
