The sync on my iPhone stops despite 14GB cloud space available

I checked the availability of free space on my iPhone 15 and on my iCloud account, and both still have quite some free space (23 of 128GB and 14 of 50GB). I uploaded some photos from my PC to iCloud, and I can only see those pictures on my iPad not on my phone, which keeps popping up messages saying that there’s no enough space.
