How do I fix a scrolling glitch at the bottom of my MacBook Air screen?

My silicone air MacBook suddenly started glitching at the bottom of the screen as I was writing a paper. It has black horizontal lines, stretches all the way across the lower fourth of my screen, and scrolls very fast. looks like it’s mirroring and constantly scrolling my screen, as I see what I open showing scrolling multiple times. When it first happened I turned off the computer and saw a brief line of pink. This scrolling action also shows on the startup screen with the apple logo and even when I boot in safe mode. I’ve tried rebooting it multiple times, I updated the computer, I ran First aid on it. Nothing has worked. I have a picture of it, attached. Can try to link a video but basically it’s as if my screen and whatever is showing on my screen is constantly scrolling very fast in that area shown.

Appears to be a hardware problem.
