Uploading photos using iCloud for Windows 11 and getting "Your PC is full" error when I have 35Gb free

My last attempt to upload photos to iCloud Photos using iCloud for Windows failed because my laptop's hard drive was full. I have since cleared 35Gb of space yet I still get the "Your PC is full. Photos, videos, documents and data are no longer updating" error in iCloud for Windows. I have been unable to clear this message, and am still unable to upload photos to iCloud Photos using iCloud for Windows. Help!
