A bit concerned that something called “web sheet” has been accessing my location when I have not given it permission. “Safari and websites” is under the system part of location so what is “web sheet” ???

Nothing to be concerned about. It's an internal process, and definitely cannot be used by external agents in any way.
If it's there, the iPad itself used it for something. What exactly I cannot say, but it's perfectly fine to have.
It's an internal App in iOS, apparently used when logging in to captive wi-fi networks. The ones that require a login through a website to work.
It may use location to help the wi-fi login process verify you are within the wi-fi location. I.E not across the street or something like that.
Well then that’s even more confusing because I haven’t used a WiFi network like that in a long time.. The only WiFi I ever connect to is the WiFi at my house which is saved.. I pay almost $100 a month for unlimited premium data so I like to get my moneys worth and never use WiFi. Is there anything else that could cause web sheet to come up? If not then I’m thoroughly confused and a bit concerned if I’m honest.
So turn it off and see if anything breaks. Change the setting from When Shared to Never. If things break or don't work then turn it back on.
