How do I completely disable Siri on my new Mac?

I just got my new Mac, and Siri is like partially installed. Whenever I say "hey Siri", there's a popup that says "you do not have permission to use Siri". I didn't care at first but it appears all the time, even if I don't say Siri, including videos on my own computer or background noise. I went into settings and I can't change Siri settings, even though I no longer have parental controls, AND Siri on my phone works. Is there any way I can completely disable Siri on my Mac?
