I'm getting a popup displaying the keyboard shortcuts. I have to press Esc or click "Skip to" to turn it off, but it comes right back. I know I turned it on, but I can't find how to turn it off!

I can invoke that same popup with Safari on Amazon (which appears to be where you clipped your screenshot) either by pressing Tab, or by toggling it on/off with shift + ⌥ + Z as discussed here:

It doesn't persist, however, if the system setting indicated in my previous post is disabled.
Yes that was on, but I turned all Accessibility off as well as Siri and AI
What version of macOS are you running? Sequoia's Help function looks very different to me, whether loaded form the Help menubar option or by opening the Tips appl
Have you installed ant after-market utilities like anti-virus, so-called "cleaning" apps, or "helper" apps?

Yes that was on, but I turned off all Accessibility plus Siri.
I have ublock origin and privacy badger installed on Firefox. In Safari I turned off ABP and there's nothing else in either browser.
