The card works with google pay so the card is fine. Wallet worked before with same bank but will not load new card.

Why can't you?
What happens when you try to add it?
Do you get an error? If so, what does it say?
If this is just an updated card you already have in Wallet, you don't need to add it again as usually your bank should update the info for it in Wallet.
If this is an entirely new card, or you deleted the previous card you may want to contact your Bank and inquire why the card cannot be added. Only they can accept or decline a card for Apple Wallet. Apple has no control over it.
